Effectiveness of Fracking Regulations Overview of Report This report has been prepared by The MSSD for the Secretary of State for Communities and Local Governments. This report will be looking at the effectiveness of the regulatory framework of the fracking industry, it will assess the current framework, evaluating whether the framework is fit for purpose, and if not, propose alternatives considering that a lighter touch to regulation is the approach wanting to be taken. Because we are only at the exploratory phase of drilling in the UK, the main focus will be on pre-drilling regulations. What is Fracking? We will briefly look at what Fracking is and how it works, and looking at this will also allow us to be able to assess the most pressing environmental concerns and the controversies surrounding fracking. Fracking is the process of drilling down into the earth before a high-pressure water mixture is directed at the rock to release the gas inside.à Water, sand and chemicals are injected into the rock at high pressure which allows the gas to flow out to the head of the well.à The process can be carried out vertically or, more commonly, by drilling horizontally to the rock layer and can create new pathways to release gas or can be used to extend existing channels. The term fracking refers to how the rock is fractured apart by the high-pressure mixture.[1] In the UK, drilling is only at an exploratory phase, however, there are plans for this to intensify as shale gas reserves have been identified across the UK. Impacts and Concerns Having looked at what Fracking is, we will identify itââ¬â¢s impacts on the environment and its most pressing concerns. The extraction of shale gas is a topic that is highly controversial in the United Kingdom, this is mainly because of the environmental concerns it raises. One of the major concerns is the water usage in the extraction, the volume of water that is needed. Vast amounts of water are required for the process and this must be transported to the fracking sites[2]. The water tends to be transported to the sites, which has its own environmental impacts, though some sites could use the local water resources and the volume of water that is required could place a strain on local water resources. In addition to the amounts of water, the water is mixed with chemicals, this mixture could escape and could spill or contaminate groundwater in the surrounding areas. Another concern is that fracking could lead to small earthquakes. This was the case in the town of Blackpool, where two tremors struck, one registered a magnitude 2.3 and the other 1.3. Both tremors occurred near the local drilling site. This caused the operation to suspended, the site operators, Cuadrilla, commissioned a report, which found that ââ¬Å"Most likely, the repeated seismicity was induced by direct injection of fluid into the fault zoneâ⬠[3] The report goes on to question whether further earthquakes are to be expected from fracking, it says ââ¬Å"the earthquakes occurred because of a rare combination of circumstances: the fault was already under stress, was brittle enough to fracture and had space for large amounts of water that could lubricate itâ⬠. The report says ââ¬Å"this is unlikely to happen again at the Preese Hall site.â⬠[4] To reduce the risk of earthquakes, it has been proposed that seismic activity monitoring is introduced around fracking sites. Advantages and Disadvantages of Fracking The main advantages of fracking include, an increase in the production of natural gas, some could argue that this would ease the burden on finite resources such as fossil fuels, fracking would thus diversify our energy supplies. A further advantage is that this is a relatively clean energy source, providing environmental benefit. The gas produced emits less carbon per calorie of energy produced than other fossil fuels. It is easy to inject and it can be transported directly, shale gas requires very little infrastructure investment before it can be injected into the national gas grid, thus proving to be an economical benefit. Fracking is also the most natural way to pump gas from the ground. An abundant supply of natural gas makes prices relatively cheap to producers and consumers. The disadvantages of fracking include, Risk of groundwater pollution, Risk of localised earthquakes (probably not a huge risk when well-regulated in the UK), Localised noise and traffic congestion, Loss of amenities, when fracking wells are sited in areas of natural beauty and national parks, A high water demand for the ââ¬Å"process waterâ⬠needed by the fracking technology used, potentially entailing additional stress on water supplies, Planning blight on local properties, and suffering by those unfortunate enough to live near a proposed site for a fracking well. [5] Environmental Policy Context Fracking also poses wider questions about current thinking on sustainability and the environment. [6] John Allen writes, ââ¬Å"the shale revolution has the potential to provide the UK with local, low cost, clean sources of energy and potential for local energy independenceâ⬠[7] from a sustainable development viewpoint, this makes for positive reading. If fracking is low cost and a cleaner source of energy, it enables sustainable development. However, looking at the intricacies of fracking, this may not seem the case. For the process to take place, a vast number of resources are needed, and here you look at whether fracking, as an industry, is sustainable. The shale gas industry consumes materials such as water, sand, chemical treatments, drilling fluids, all of which require transport by road and rail. Perhaps one of the biggest challenges is the use of water, the volume required is vast, and to sustain that, there must be an infrastructure in place and policies in place to ensure that whilst providing the water to sites, there is no inconvenience to the water flow in the local area and if being transported via tank to the site, this must be done in a way where the environment is put first. If we are looking at this from the standpoint ââ¬Å"what is best for the environmentâ⬠, surely the question would be, why does the policy not encourage the use of no oil and gas in the UK, because this would be the best policy for the environment. The answer to this would be several factors, mainly economical and convenience, the ecosystems we live with and in are so adept to using those resources, that to prohibiting use would mean that our systems would fail to exist. A middle ground has been established, whereby the environment is somewhat protected and that human needs are met, and this needs to be the case with fracking, whilst there are signs that there are benefits, economically the policy must promote sustainable development. ââ¬Å"History shows us that whenever we can extract fossil fuels, short term gain, usually trumps long- term consequence. Much has been made, on both sides of the argument, of the US experience, but fracking has not found universal welcome. France, for instance, is in the process of banning it, and Poland is currently deciding whether to develop the industry, or concentrate on other forms of energy.â⬠[8] John Allen If there is regulation and procedures in place to negate the downsides, surely a cleaner alternative is beneficial long term.à à Regulation of Fracking Now we will be looking at the regulatory framework that is in place for the industry. This section will be split into three parts: 1) An overview of the regulatory framework, 2) Assess and analyse the strengths and weaknesses of the frameworks, 3) Consider whether any improvements can be made to the framework, looking at different types of regulation. à Overview of Regulation The Environment Agency (EA) in England and Wales, and Scottish Environment Protection Agency (SEPA) are the environmental regulators who monitor the environmental aspects of shale gas fracking. The key regulation that governs how shale gas fracking operators comply with environmental laws is the Environmental Permitting Regulations 2010.[9] Figure 2: https://www.gov.uk/government/publications/about-shale-gas-and-hydraulic-fracturing-fracking/developing-shale-oil-and-gas-in-the-uk#regulation The framework that surrounds fracking is one that is quite complex. Companies wanting to explore must have permission from a number of regulatory bodies before they can proceed. In order to explore and produce shale gas, operators must pass rigorous health and safety, environmental and planning permission processes.[10] The first stage is obtaining a Petroleum Exploration and Development License, (PEDL), these are issued by the Oil and Gas Authority. The Oil and Gas Authority work closely with other regulatory partners to ensure that the exploration and development is safe and sustainable. [11] A PEDL obligates companies to follow its terms. Key PEDL terms include: conferral of the right to get petroleum, payment of fees in return, parameters of the field licensed to the operator, obligation to obtain written consent prior to drilling, operatorââ¬â¢s obligation to work the licensed area in accordance with ââ¬Ëgood oilfield practiceââ¬â¢ and termination and surrender provisions. PEDLS are licenses which grant exclusivity to operators in the license area, they do not give immediate consent for drilling an exploration well or any other operation. Briefing paper After a PEDL has been granted, the operator of the proposed site must then obtain local planning permission from the Minerals Planning Authority, as shale gas operations involve the extraction of minerals. The MPA involves local authorities including representatives from districts and county councils.[12] à Planning applications require the submission of a standard application form, supported by plans and drawings, certificates of ownership relating to the application site and design and access statements. An operator must also negotiate access with landowners. A PEDL and planning permission alone do not give operators consent to conduct their operations, access must be secured by the operator, this tends to be through a license or a lease to be taken that are conditional on the grant of satisfactory planning consent. When a decision is made on a planning application, only planning matters called ââ¬Å"material considerationsâ⬠can be taken into account. There is no exhaustive list of what constitutes a material planning consideration, although there are some ââ¬Å"principal issuesâ⬠for consideration, shown in Figure 3 [13] MPAââ¬â¢s are screened to determine whether any proposals require an Environmental Impact Assessment (EIA), the Environment Protection Agency an EIA describe this as ââ¬Å"the process by which the anticipated effects on the environment of a proposed development or project are measured.à If the likely effects are unacceptable, design measures or other relevant mitigation measures can be taken to reduce or avoid those effects.â⬠[14] This, however, is a contentious issue, as itââ¬â¢s not clear whether operators are obliged to conduct and EIA and submit an environmental statement under the EUââ¬â¢s EIA Directive[15] to accompany their application. Under the EU law, all projects require an environmental statement, though those under Annex 2 require a case-by-case examination, and considering certain criteria, it is determined that such a project is likely to have significant effects on the environment. Even if an EIA is not required, environmental and health impacts can be addresses through the conditions of planning permission. Mineral Planning Authorities are responsible for ensuring operators comply with these conditions. The MPA, in determining an application, will consider the advice of a variety of statutory consultees with regards to the protection of the environment and the public. Local planning conditions can address the aesthetic impacts, as well as contributions to local noise, traffic and air pollution. The density of local population may be considered in the local planning permission process. There will also be conditions for when operations finish, the operator would be responsible for safe abandonment of the well and for restoring the well-site to its previous state or a suitable condition for re-use. The authority which granted permission would require suitable restoration as a condition of the planning permission. [16] The next part of the regulatory process is that operators will probably require a number of environmental permits issued by the Environment Agency under the Environmental Permitting (England and Wales) Regulations to conduct onshore activities. à The environment agency takes a risk-based approach to regulating, thus the regulation of each site is bespoke to that site, as the they take into account local site characteristics and site specific environmental risks. à The Environment Agencyà ensures that any shale gas operations are conducted in a way that protects people and the environment. The Environment Agencyââ¬â¢s environmental permitting regulations cover: protecting water resources, including groundwater (aquifers) as well as assessing and approving the use of chemicals which form part of the hydraulic fracturing fluid, appropriate treatment and disposal of mining waste produced during the borehole drilling and hydraulic fracturing process, suitable treatment and management of any naturally occurring radioactive materials (NORM) and disposal of waste gases through flaring.[17] à With regards to water, if operators are wishing to abstract more than 20 cubic meters per day for operational purposes, they will need to obtain a water abstraction license under section 24/24A of the Water Resources Act 1991[18] The licenses are issues by the Environment Agency. A factor to bear in mind here is the Environment Agency make it clear that water availability at site is not ââ¬Å"guaranteedâ⬠, this links back to the planning permission stage, as if the operators are unable to have a pipeline, they will have to transport the water to the site, which is expensive, but also, with regards to the environment, transporting tanks of water would be something they would have to consider. Another element to be considered is the element of ââ¬Å"induced seismicityâ⬠. The MPAs should consult the British Geological Survey (BGS) to advise on induced seismicity and help to identify suitable locations for well, drawing on a national and site-specific understanding of geology. [19] Under s.23 of the Mining Industry Act 1926[20] ââ¬Å"firm sinking boreholes greater than 100ft (30m) deep must give written notification to the Natural Environmental Research Council. Operators are under several other continuing obligations, such as keeping records of their operations and retain specimen cores. Once the above has been completed, the operator must notify the Health and Safety Executive at least of 21 days in advance of any drilling operations, The Borehile and Operations Regulations 1995[21] require this. A coordinated regulatory effort is required to ensure that shale gas wells are designed, constructed and operated to standards that protect both people and the environment, it must be noted that it only protects those in proximity of sites. HSE monitors shale gas operations from a well integrity and site safety perspective. We oversee that safe working practices are adopted by onshore operators as required under the Health and Safety at Work Etc. Act 1974, and regulations made under the Act. These specifically are: The Borehole Site and Operations Regulations 1995 (BSOR) applies to shale gas operations.à (These regulations are primarily concerned with the health and safety management of the site). The Offshore Installations and Wells (Design and Construction, etc.) Regulations 1996 (DCR)[22] apply to all wells drilled with a view to the extraction of petroleum regardless of whether they are onshore or offshore. (These regulations are primarily concerned with well integrity). HSE works closely with the Environment Agency (EA) and the Department of Energy and Climate Change (DECC) to share relevant information on such activities and to ensure that there are no material gaps between the safety, environmental protection and planning authorisation considerations, and that all material concerns are addressed. [23] Drilling operations must not be commenced unless a health and safety policy is prepared which demonstrates that adequate measure will be taken to safeguard the health and safety of the persons on the site. Once the HSE step is completed, we arrive at one of the final steps in the regulatory process. This is the Oil and Gas Authorities consent to drill. Operators are obliged to seek the OGAs written consent prior to the start of drilling operations. OGA consent is one of the final, and coordinating consents in the shale gas process. In considering whether to issue consent to drill, the OGA will have regard to the suite of regulatory controls discussed above, including ensuring that planning permission is in place, environmental permits and consents have been obtained, and that the HSE has received notice of intention to drill. Planning permission is one of the approvals required before any activity may start on a site. The planning authority decides whether the activity is acceptable at that particular location, after local communities and other interested people have had the opportunity to set out their view on the benefits and impacts of the proposal. On receipt of OGAââ¬â¢s consent to drill, and subject to the finalisation of a hydraulic fracturing plan and agreed method for monitoring induced seismicity (where fracking is going to be conducted), an operator has in place the requisite consents and may continue its operations. This concludes the pre-drilling regulatory framework, there is a duty in place whilst drilling takes place, and as mentioned, conditions are set out for after the drilling process has been completed. Strengths and Weaknesses One of the main strengths with the framework presented above, in my opinion, is that the process to start drilling is so rigorous. There are many steps an operator must take in order to start drilling, this has a lot of cost and time investment necessary, so these rigorous checks and procedures ensure that the operator is competent and ensuring the environmental protection necessary to offset any negative impacts of fracking in the main. Another strength with the framework is the fact that a condition of granting permission to drill, there must be plans in place on how the site will be restored to ensure that it becomes usable land again, showing that the regulation is offering a protection measure. However, it could be argued that there are more weaknesses with the regulation. One of the major ones that comes across with the regulation framework provided above, is one concerning Environmental Impact Assessments (EIA). An operator may have to carry out an EIA, if the MPA deem necessary when screening the proposal presented, however, there is no obligation to do so, it only has to happen should the MPA feel it is a necessity in this case. à There isnââ¬â¢t a ââ¬Å"one size all fitsâ⬠approach here, itââ¬â¢s bespoke. Environmental Risk Assessment (ERA) has become best practice in non-shale gas industries[24], however like the EIA, an ERA is not mandatory, an ERA, unlike an EIA would assess not only the impacts of hazards, but also their likelihood. In their report, the Royal Society recommended[25], that to manage environmental risks, an Environmental Risk Assessment should be mandatory for all shale gas operations, involving the participation of local communities at the earliest possible opportunity. I would agree with this statement, an EIA and ERA should be a mandatory step, for all potential operators and cases of fracking, not just some, it should be a universal requirement when applying to drill for shale gas. In her Article, Emily Gosden writes that the Fracking Regulations may inadequate, with regards to climate change[26]. From the regulation mentioned above, it does not tackle issues such as climate change in much depth, whilst it looks at environmental factors, it seems that this isnââ¬â¢t the most pressing matter on the agenda. The article reports that Britainââ¬â¢s fracking regulations may be inadequate to prevent environmentally damaging methane leaks, and that the current regulatory regime fell short of the minimum necessary standards. [27] Prof Jim Skea, one of the reportââ¬â¢s authors, said that the law instead gave ââ¬Å"quite a lot of discretionâ⬠to the Environment Agency (EA) over what monitoring it would require of future shale gas production. Here, I would agree, the EA can often be quite vague when it comes to these matters, an example mentioned above would be the water abstraction licenses requirement, the EA are very vague when it comes to a definitive answer. This could be something that could be further considered. Another weakness in my opinion is that the current framework at present, isnââ¬â¢t very environment focused, and even if it is, a lot of the environmental factors arenââ¬â¢t factors that are mandatory for operators or regulators to take into account, as already mentioned, the EIA not being mandatory is one part. The regulation does not look at in enough detail issues such as climate change, air pollution, water pollution, and other means of contamination, these factors should be of more importance when coming to regulate the shale gas industry, yes, they may be considered, but even that at best is brief. Alternate Proposals The current framework that has been looked at in this report can be seen to be rigorous in the main, there are a number of steps an operator must take before being able to start the process. The current framework could be seen as being on the ââ¬Å"heavier sideâ⬠of regulation, and in the brief, a theory was posited that there be a lighter touch on regulation, in this section, we will look at whether this can be the case, and if so, how can it be the case. à With regards to regulation, there are two approaches that can be taken. There is Direct Regulation, which can often be referred to as ââ¬Å"the command and controlâ⬠regime, this is where standards are set, as are penalties for failing to meet them, there are often several ways of drafting direct regulation. [28] The other approach is Indirect Regulation. Whereas direct regulations focus on the polluting activity itself, indirect regulation tends to centre on economic instruments, the effect of which will be to impose higher burdens on higher polluters, there is also self-regulating, whereby you can apply methods such as voluntary environmental agreements and codes of conducts to regulate. These systems tend to have vague standards and are flexible and non-interventionist in their nature. We will look at whether we stay with a command and control approach adopted, or would a self-regulating approach be more effective in this situation. Before we start that, we will briefly look at whether the current framework we have looked at is effective in its purpose, however looking at the effectiveness of the framework is an area where one struggles as in the UK, we are not at the stages where there is mass production of shale gas, we are merely at the early exploratory stages of the process. The only real working example is the Cuadrilla site as mentioned at the start of this report. Though some regulation, such as the induced seismicity was introduced because of that site. Self-regulating such an industry seems impractical considering the disadvantages mentioned earlier in the report. Simon Sneddon writes that this method of regulation is more flexible than the traditional command and control methods, and this method is non-interventionist in nature and that these methods are criticised for having vague standards and for being unaccountable, and there is no realistic enforcement system. This, as a regulation method would not work with an industry such as fracking. An industry where there are many impacts both environmental and economic and as such a framework of command and control would be better suited, there is a set of rules, or steps put in place and there are penalties and fines for operators should they fail to abide. This is very similar to the current framework in place. The risks that fracking entails, it would be a uncertain approach to have a light touch to regulation. However, when there is more data to analyse once further fracking takes place, it may be the case that we could adopt a self-regulating framework or one that is lighter than the one in place, but until then, the current ââ¬Å"command and controlâ⬠framework is one that is effective and sufficient for use. Conclusion The regulation in place at present is several steps that an operator must take before they are able to drill for shale gas. The procedure is one that is described as rigorous and upon evaluation this seems to be the case, though as mentioned when looking at alternatives, there is no way of knowing how effective the regulation is in the UK, until there are more working examples of fracking. Impact of BIM on Construction
Impact of BIM on Construction Building Information Modelling is certainly beginning to change the way the building looks and the way they function. This implementation of BIM has taken the construction industry into a new-era where all processes has fasten up, the benefits are not just time and cost savings but also reduction of risks and uncertain in construction process. From the through literature review of many researchers works published in various journals suggestions are being made as how this BIM approach is being carried out in construction industry, at the same time a critical literature review is also being conducted on the cost estimation within BIM technologies and whether this can benefit or harm the future role of the quantity surveyor. A questionnaire was designed to identify how the use of BIM will affect the future role quantity surveyor. The questionnaires were distributed to construction professionals within UK. From the analysis of the results obtained and comparing them with the literature review it is very clear that the construction industry is lagging in implementing e-procurement approach when compared to other industries and having realizing the potential benefits the BIM is being offering in various fields of construction industry the construction professionals are very much confident that BIM approach can enhance the procurement process and were also looking forward to implement this type of approach into their projects which makes room for bringing the whole project under a single platform Contents 1.0 Introduction The following research will investigate and analysis how the use of BIM will affect the future role of the quantity surveyor. According to the Royal Institute of British Architects RIBA (2012), almost a third of construction consultants are now using BIM .Thenbs (2011) provided information that in May 2011 UK Government Chief Construction Adviser Paul Morrell called for BIM adoption on UK government construction projects of à £5million and over. Thenbs (2012) provide information that Building Information Modelling covers geometry, spatial relationships, light analysis, geographic information, quantities and properties of building components. BIM data can be used to illustrate the entire building life cycle. quantities and properties of materials can be extracted easily and the scope of works can be easily defined. Furthermore systems, assemblies and sequences can be shown in a relative scale to each other and relative to the entire project. 1.2 Problem identification and purpose of study The main role of Quantity Surveyors is to estimate the building cost the modern quantity surveyor provides a service that covers all aspects of procurement, contractual and project cost management. The role of the quantity surveyor plays a very important role in all phases of any type of Construction Companyà estimators have developed their computing skills in using estimating systems but mostly relying in adopting spread sheets and database ages(EstimatingTendering book) I believe there is still a market for large databases and standardized items (connections, assembly options) that can assist in the bill production phase. Repository (2012) stated that over the years the need for more cost effective, better quality and environmentally friendlier construction has grown, these factors are the main Influences on the development of technology in the construction industry. Building Information Modelling (BIM) is one of the technologies that have been creating a buzz in the construction industry over the last few years. Ukconstructionessays (2012) provided information that Building Information Modelling, or better known as BIM is not; strictly speaking a new technology as it has been developing and used by other industry sectors since 1950s i.e. the automotive and aero plane industries. As technology evolves, we are forced to evolve with it or run the risk of being left behind. The traditional way of utilising the services of a quantity surveyor has largely been at the stage of costing a design, and the production of procurement and construction documentation (Asworth and Hogg, 2002). With the development of technology like BIM, the responsibilities of professionals are starting to shift. BIM includes a series of cost management functions that could change the processes of cost management of construction projects. This forces the quantity surveyor to focus more on different parts of the cost management process, than what would have previously. Not only will BIM influence the cost management functions and responsibilities of the quantity surveyor, but also the technology and types of software that are currently used in quantity surveying offices. 1.5 structure of the dissertation The whole dissertation is primarily divided up into 6 chapters Chapter 1: Introduction Chapter 2: Literature review Chapter 3: Research Methodology Chapter 4: Analysis Discussions Chapter 5: Conclusion Recommendations Chapter 6: References 1.6 Aims Objectives Aim: The objective of this dissertation is to identify if the use of BIM in the construction industry is going to affect the future role of the quantity surveyor. Objectives: To understand what is BIM To Research into whether BIM will help aid the Quantity Surveyor To Research into whether BIM will affect the role of the Quantity surveyor To summarise, analyse and evaluate the data collected in order analyse how the use of BIM will affect the future role of the quantity surveyor. Critically analyse the data collected from these questionnaires by comparing theoretical conclusions with the empirical research findings to draw conclusions. To prepare a questionnaire to collect data from practitioners within the construction industry in the UK in regards to whether the use of BIM will affect the future role of quantity surveyor. Clear objectives are important to determine whether this study is achieving what it set out to do. It is also important to write program objectives as specifically as possible to provide program clarity and strong links to evaluation. It is much easier to evaluate a program when clear objectives have been developed my peer (2012). 1.7 Restraints Limitations The main restraint is the access and use of BIM software as a full time student I do not have access to BIM software within the construction industry or at the university. Archicad or Autodesk will need to be used to understand fully what BIM is and how it works; a student version can be downloaded online. The research will involve the use of academic materials such as textbooks, journals, published and unpublished documents and internet sites. The data analysis will be carried out by sending out questionnaires to a range of construction professionals working within a Birmingham consultancy, and the results presented in bar charts and analysed after. Another restraint is how many people answer and return the questionnaire, the more people that answer the questionnaire will be beneficial within the analysis as a greater number of people will give much more accurate results. Many of the potential individuals who will carry out the questionnaire may have busy schedules so research must be taken into ensuring that questions are suitable and are able to draw suitable responses from at the end. It will be hard to measure how many construction companies currently use BIM and whether It is having an effect on the role of quantity surveyors working within the construction industry as there isnt enough time to gather research from every construction around the UK .Throughout the study an open mind will be maintained whilst undertaking the research and analysis of the data collected. 1.8 Research Beneficiaries / Dissemination This research will be useful into identifying whether the use of BIM will affect the future role of the quantity surveyor or aid the future role of the quantity surveyor. And to also identify what specific ways the quantity surveyor may benefit from using BIM and in what specific ways the quantity surveyor may be affected by the use of BIM in the future. Other categories to benefit from this research include the researcher, students and academics. By undertaking this research companies and people working within the construction industry can have a better understanding on the use of BIM approach and how it can be implemented within the cost estimation stage of a project and also into different phases of a project and the views of other professionals working within the UK construction industry on this application can be found and thus can implement that application effectively for the success of the project. 2.0 Literature review 2.1 Introduction: In this chapter 2 of literature review, a critical literature has been conducted about how the use of BIM can aid the role of quantity surveyor and how BIM may be a threat to the future role of the quantity surveyor. 2.2 Building Information modelling Constructionbusinessowner (2012) provided information that BIM allows early collaboration and integration of the design information in a 3-D environment programs are widely used in the early stages to eliminate potential issues that would be costly to rectify in the field. All parties involved benefit. Designers can identify and correct design issues before they result in rework and schedule delays. Contractors have more reliable information and can better plan for equipment use and construction sequencing. Owners can walk the project in a 3-D environment during the design. And facility managers can pinpoint ergonomic issues and plan maintenance activities more efficiently by sharing the model with their vendors and contractors. BIM will only benefit users if it leads to improved design, faster delivery, reduced price or improved value. A combination of these factors will dictate how successful BIM implementation will be in the coming years. When all members of the construction team work on the same model, from early design through to completion, changes are automatically coordinated across the project and information generated is therefore of high quality. The construction industry is widely acknowledged as unique and conservative. Building Information Modelling (BIM) systems have the potential to revolutionize current practices and to automate the measurement of quantities from construction drawings. However, there are fears that such developments could threaten the future role of the quantity surveyor. 2.3 Advantages of BIM The application of BIM has the result of many advantages, such as: Greater speed The multi-dimensionality of BIM allows various deliverables and documentation to be prepared simultaneously to the design of the building. Furthermore, the use of object-oriented design and the re-use of information accelerate the creation of drawings (Ashcraft, 2007). Changes made to a certain aspect of the model or the design will be automatically updated through the rest of the project, which allows for major time savings. Lower costs Sabol (2012) provided information that BIM offers the capability to generate take-offs, counts and measurements directly from a model. This provides a process where information stays consistent throughout the project and changes can be readily accommodated. Building information modelling supports the full project lifecycle and offers the capability to integrate costing efforts throughout all project phases. According to chuck Eastman (2011) at any stage of the design, BIM technology can extract an accurate bill of quantities and spaces that can be used for cost estimation. Cost estimating is currently a time consuming process, requiring an entire team of estimators. Acebytes (2012) provided information that there are multiple factors hindering the transition to model-based estimating; however, the risks are justified by the benefits of estimating with BIM. Building Information Modelling has the capability to automate a quantity take-off, which will reduce the time and costs required to estimate a project. By using a building information model instead of drawings; the take offs, counts, and measurements can be generated directly from the underlying model and the information can be linked to generate bills of materials, size and area estimations along with other related estimating information. According to Hardin (2009) another strategy for leveraging BIM during a project is to use the BIM file for updating estimates very quickly, last minute design changes can be altered and updated much more quickly than typical take off methodologies can catch up with . Disadvantages of BIM Precisedraftunginc (2012) provided information that BIM requires more effort at the front end of a project to establish the initial framework. But the payoff is that you are able to extract a much higher quality and greater quantity of information from that model. BIM allows changes to happen easily, so clients may continue to make changes too late in the process, and that can impact construction and design costs. BIM results in much larger file sizes than traditional CAD systems, and requires higher performing computer hardware to operate it effectively. BIM requires more thoughtful design. We now have to do what all good designers have done in the past: Think in 3d and visualize the final product! 3.0 Research Methodology A Quantitative research methodology will be used. According to Shamil Naoum, (2006 p.g39) quantitative research is based on a hypothesis or a theory composed of a variable measured and analysed with statistical procedures. Quantitative research enables the author to measure and analyse data. Benefitof (2012) provided information that the relationship between an independent and dependent variable is studied in detail. The use of standard means in quantitative research means that any research may be replicated, analysed and also compared with other similar studies. Quantitative research allows for greater accuracy and objectivity of results gained .Quantitative research usually filters out all external factors and if well designed, it provides unbiased and real results. Quantitative research is a great method to finalise results and disprove or prove a hypothesis. It is useful for testing results gotten from doing various qualitative experiments, thereby leading to the final answer. Qu antitative Research will provide the advantage of finding a premeditated set of result from a range of professionals in the construction industry. The main strengths of quantitative data collection: Numeric estimates Opportunity for relatively uncomplicated data analysis Data which are verifiable Data which are comparable between different communities within different locations Data which do not require analytical judgement beyond consideration of how information will be presented in the dissemination process. The Weaknesses of quantitative data collection: Gaps in information issues which are not included in the questionnaire, or secondary data checklist, will not be included in the analysis A labour intensive data collection process Limited participation by affected persons in the content of the questions or direction of the information collection process. (Reliefweb 2012) A Questionnaire will be produced to obtain data. Statpac (2012) provided information that Questionnaires are very cost effective when compared to face-to-face interviews. Questionnaires are easy to analyse, they are familiar to most people. They are less are less intrusive than telephone or face-to-face surveys. The results from the questionnaires will then be produced into bar charts and analysed. The questionaries will be sent by letter to a construction consultancy in Birmingham Rider Levett Bucknall in which I gained work experience with in 2011. Questionnaires will also be sent out to a number of Contractors within the west midlands area this will aid within the analysis as the research will be gained by both contractor and consultants and a deeper and more accurate conclusion will be gained at the end of the study. The nature of the data required will be based on personal opinion from a range of construction professionals working within a construction consultancy and a construction contractor. 4.0 Results 4.1 Introduction This chapter is mainly intended to cover the results in detail from the questionnaire sent to the various construction professionals within the UK in a statistical format by making use of Excel and MS Word. The questionnaire data has been broke down critically by representing in graphs and tables. 4.2 Results Explanation The questionnaire has been distributed to 79 construction professionals through email. Out of these 79 questionnaires 37 complete responses have been obtained and 13 responses were incomplete responses. Sample Size originally distributed = 79 Response received (complete response) = 37 No: of incomplete Responses = 5.0 Discussion of Results 6.0 Conclusion and Recommendations The aim of this research report was to study the influence of BIM on the quantity surveying profession. One of the most apparent and vital consequences that will result from implementing BIM into the quantity surveying profession is the effect that it will have on the traditional roles and responsibilities of the quantity surveyor and the structure of quantity surveying firms. BIMs capabilities of automating the production of bills of quantities, which is one of the quantity surveyors fundamental tasks, will have both positive and negative effects on the quantity surveying industry. The automatic production of bills of quantities will enable quantity surveyors to get involved in the early design stages of a construction project and make designers aware of cost implications and manage costs from early on. This will enable designers to design to a cost instead of quantity surveyors costing to a design, which will satisfy the employers need for cost effective construction. In the past m easurement was usually undertaken by senior quantity surveyors, but over the years it has diminished into a task delegated to more junior personnel while professional quantity surveyors take up more strategic roles (Ashworth and Hogg, 2007). Although work is required initially to develop the skills and processes needed to integrate BIM and QS processes, the resulting benefits undoubtedly justify the investment. Recent years have witnessed the realization of many of the ideas of BIM visionaries, and the next five years will see increasing numbers of successful implementations, changes in the building industry, and new trial uses and extensions of what can be achieved with BIM, beyond its use today. This period will see the transition of BIM to accepted mainstream practice; and the transition will impact all building professionals and participants. But the greatest impact will be on the individual practitioner, who will need to learn to work, design, engineer, build, or manage with BIM. Estimators have to access the risks of the project and with BIM you can be more sure of the correct-ability of the drawn material and the demonetised possibility of errors under the build. The question is only how soon they will be liable to correct their ways of working with the same percent advised. It will only take one company to burst the bobble all of the sudden all eyes will be turned to the contractor who went 5-8% under all the other tenders. The companies left behind still stuck to the 2D system will never know what hit them and will very soon have to turn the key. In practice this is time-consuming both for contractors and sub-contractors, and the amount of paperwork had increased immensely. Nevertheless, contractors always need a bill of quantities, whether produced by the clients quantity surveyor, by an in-house commission or by sharing the services of an independent quantity surveyor. There will be a higher demand to the contractors to be able to build accordantly to drawings as a model can be pulled out and digitally measured. INTRODUCTION Although sharks belong to the class Chondrichtyes, there are many different types. Sharks arose about 350 million years ago and have remained virtually unchanged for the past 70 million years and still comprise a dominant group. It is thought that sharks almost certainly evolved from placoderms, a group of primitive jawed fishes. It took a long series of successful and unsuccessful mutations with fin, jaw positions etc to give us all the different designs of sharks around today. When asked to draw a shark, most people would draw a shape along the lines of the whaler shark family, tigers or a mackeral shark such as a porbeagle. However many people do not realize the sheer diversity in the shape of sharks, or that rays are really sharks. Seldom does such an animal inspire such a variety of emotions reflecting a mixture of fascination, awe and fear. Sharks have occasionally exacted a terrible price from humans who have trespassed on their territory. No better understood than the ocean t hat they inhabit, these creatures should be regarded in the same way as lions, tigers, and bears: as dangerous, predatory but nonetheless magnificent animals. Different Types of Sharks Living sharks are divided into eight major orders, each easily recognizable by certain external characteristics. Each order contains one or more smaller groups, or families. In all there are 30 families of sharks and they contain the 350 or more different kinds or species of sharks. The eight major orders of sharks include the Squantiformes, Pristiophormes, Squaliformes, Hexanchiformes, Carcharhiniformes, Lamniformes, Orectolobiformes, and the Heterodotiformes. The orders have distinguishing characteristics that fit in each. The Squantiformes normally have flat bodies that are ray-like with mottled dorsal surfaces. These sharks have a short terminal mouth, which is armed with small impaling teeth. They also have a caudal fin, which has a lower lobe that is longer than the upper lobe. Their pectoral fi ns extend forward over the ventrally directed gills. The Pristiophormes have more of an elongated snout, which is saw-like and edged with slender, needle-sharp lateral teeth. They have two dorsal fins and no anal fin. They use short transverse mouths and small cuspidate holding teeth in both jaws. Squaliformes have no anal fin as well, but their snout is not elongated, but is somewhat long. Many have powerful cutting teeth in both jaws. In some species these razor sharp teeth are in the lower jaw only and the upper teeth serve to hold the food.

Mama Day :: essays research papers
The entire structure of Mama Day is fitting to the telling of multiple love stories entertwined. Like the most heartfelt episode of Seinfeld ever Gloria Naylor doesn’t tell a love story, but rather lays out in detail the events of everyday life for all of the central characters. In the process the love stories of the characters are all told at once. The most obvious example is the relationship between George and Cocoa (arguably the main love story). Through the book we see them meet, fall in love, and go through excitement and hardship; all that love is. There is also the love story of Mama Day, Abigail, and Cocoa. Even though Abigail is Cocoa’s grandmother and Mama Day is her great-aunt, they both take on the role of mother through their mutual love for her. There is also the love story between Bernice, Ambush and Little Caesar. Despite their squabbles, they love each other. Love is one of the major themes in this book. Gloria Naylor steps aside and lets the characters do her work for her. Love has the unfortunate nature of being objective and the best way to tell love stories is from every point of view. How else can one understand from the outside? On page one she starts with Cocoa telling her side of things and on twenty-two; here comes George’s side. And it continues on like this, back and forth, telling both sides of certain events through the fog that is each character’s own perception of things. This is a brilliant manipulation of point of views and one of the saving features of the book. The reader’s attention is caught when they have to re-associate themselves to a new point of view. In the ultimate representation of what love is this point of view switch is used to show likeness of thought between Ophelia and George toward the end of the novel. The words “OUR WORST FIGHT EVER'; appear twice in the novel. Once at the beginning of Cocoa’s account of the event an d again at the beginning of George’s (Naylor 230-232). Even in their most disagreeable moment, when it all boils down they both see it the same, the blowout to end all blowouts. Argue as they did, argue as they may, in the end they were one person of one mind, just what a marriage should be. A slightly different form of this same technique is used to give example of the mother-daughter love relationship between Mama Day and Cocoa.

Pakistan-Vietnam Comparison Essay
Introduction Vietnam and Pakistan are two different nations displaying a broad spectrum of cultural values that these nations observe in their politics, economics, social and environmental domains. My study gave me an opportunity to learn about cultural comparisons between the two countries on a macro level which involve not only contrasts but incredible similarities and eventually how these 2 different societies have come out in past 50 years merely due to their cultures, behaviours and actions taken. Culture is one of the key Performance Indicator that builds up a country and displays the frame of mind of the respective nation. The Colonial Occupation & Cold War Era Pakistan and Vietnam share a similar background of colonial occupation. Pakistan appeared on the map of the world in 1947 after a long struggle against the British Occupation and then as a result of Sub-continent partition. The British had left behind a system which was later embraced by both Pakistan and India especially in the area of politics and education. As elaborated by (Marilyn. B. Young,2002), Vietnam was once a French Colony from 1861 till 1954. In contrast to Pakistan, The French colonial system had less impact on the Vietnamese society since before the French, Vietnam had been under strong influence of China therefore the Vietnamese culture has deep connections with the Chinese culture. Even during French occupation, China continued to have influences and links in Northern Vietnam. It was not surprising that Vietnam later emerged as a communist state. (Marilyn. B. Young,2002) explains Vietnam War as one of the most prominent cold war that started in 1963 when Ngo Dinh Diem was assassinated in South Vietnam and National Liberation Front (NLF) started to operate in that region. NLF was strongly supported by North Vietnam establishment. This movement sparked the attention of the United States and then began the infamous involvement of the US army that resulted in 2 million Vietnamese causalities. During this phase Vietnam was in complete disorder and civil unrest was observed in the most hideous form. The war left the nation with horrifying memories and shattered economy. Pakistan though has not faced Cold War directly like Vietnam but it had a major impact on its society due to the Afghanistan Cold War which erupted as a result of Russian assault. Millions of Afghan Refugees flocked to Pakistan for shelter along with some undesirable elements that infiltrated which brought drugs and weapons into the country. By the end of Cold War and Taliban taking over Afghanistan, Pakistani nation was left with bigger challenges to face, both political and economic in nature. Most of the Afghan Refugees didnââ¬â¢t leave but they contributed in countryââ¬â¢s economy by establishing businesses in the textile & transportation industry. In Pakistan around 1. 5 million Afghanis are living adding diversity in Pakistanââ¬â¢s cultural scene. It is very interesting to see how involvement of other nations like stated above can impact a countryââ¬â¢s various cultural domains which we will discuss in following topics 1) Politics 2) Economy, and 3) Other Cultural Aspects. Politics One of the elements that Pakistan adopted from British colonial was the ââ¬ËParliamentarianââ¬â¢ system. The system however is extremely mutated where power is concentrated at the Federal level and is centralized. Provisional autonomy is inadequate when it comes to distribution of wealth & natural resources with no accountability. The power distance has created an imbalance in the society and among the provinces which has given rise to biased approach by the people to support and elect parties that speak their language and belong to their provinces with a belief that if they elect politicians in the Federal government from their own region, they will get the due attention to the problems in their area. This has given rise to multiple regional political parties. The Politicians exploit the regional associations of the people who are divided based on ethnic background and language. All parties in Pakistan belong to elite families which continue to elect their own family members within the party without consultation with rest of the party members. High Collectivism is observed among the elite and the ruling groups to support common interests. The society shows high individualism by mostly supporting individuals of the political parties based on their regional or language affiliations. In contrast, the society shows high collectivism on religious matters and other national issues like Kashmir whereby society unites for the cause irrespective of race, language or ethnicity. The Political System failed miserably due to frequent intervention of the Military and mainly due to the feudalistic attitudes of the politicians and government. On top of this bureaucracy is working for the welfare of the elite rather than the people of Pakistan. There is a culture to suppress the under-paid subordinate to get work done by fair or unfair means. This has given rise to corruption throughout the Government & Institutions. Consultation is a far cry when it comes to making decisions on any level. (Wikipedia, 2009) explains Vietnamââ¬â¢s Governing Model which is centralised but is based on a single-party constitution over 58 provinces. The single party is the Communist Party of Vietnam (CPV); clearly the Chinese influence has seeped into the Vietnamese Political structure as well. Non party independent candidates are allowed to contest elections. But CPV holds absolute power, an authoritarian regime (Tuong-Vu, 2009) argues, on state level which controls the workings of parliamentary, executive and judicial domains. The party agenda is established by the Politburo which is a 14 member party policy making committee. The President, Prime Minister and General Secretary are members of the Politburo. In contrast to Pakistan, President holds more power as compared to the Prime Minister. For example, in Pakistan the PM has the power to appoint the Army Chief while in Vietnam this decision lies with the President, the Pakistan National Assembly consist of members from multiple parties while majority in Vietnam National Assembly members belong to the CPV etc. In another contrast, there is no visibility of actual opposition party in the Vietnam which has curbed accountability of the ruling party & government officials augmenting corruption. High Collectivism of the CPV is seen in running the countryââ¬â¢s political, judicial and economic streams. Same is observed in Pakistanââ¬â¢s government framework. A great positive advancement and signs of individualism for Pakistan in past few years is the independent media and up-rise of the civil society for an independent Judiciary. The media is getting stronger and freedom of speech is on the rise.

A Glimpse into The Story of an Hour by Kate Chopin Marie Edmund ENG 125: Introduction to Literature Nathan Pritts February 11, 2013 A Glimpse into The Story of an Hour by Kate Chopin Literature can be found at every turn and there are many different genres to choose from. Each brings with it a new world for the reader to immerse himself. Literature allows the reader to experience a new perspective. It allows the reader to feel and connect with the story and its characters. No matter the genre, the world created in a literary work provides enlightenment to the reader in spite of the varying emotions it conveys.One such literary work is Kate Chopinââ¬â¢s, ââ¬Å"The Story of an Hourâ⬠. This short story captured my interest through its use of irony. In studying this specific work, I chose to use a reader-response approach to evaluate and analyze the text. Using a reader-response approach allows me to connect with the story and reflect on the wide array of emotions presented in t he story. In order to connect I had to read imaginatively and immerse myself in the story and put myself in the shoes of the main character, Mrs. Mallard.Once that was taken care of I had to consider or analyze what I had read, and then draw conclusions or interpret what I had read. In short, ââ¬Å"The Story of an Hourâ⬠is about a woman who experiences a multitude of conflicting feelings at the news of her husbandââ¬â¢s death due to a tragic train accident. Some of the feelings Mrs. Mallard experiences in this story are grief, exhaustion, fear, joy, and freedom. It is interesting to note that many of Chopinââ¬â¢s literary works represent women who are struggling to be free or to have independence of self.Also noteworthy is the fact that Chopinââ¬â¢s father died in a train accident and Chopin herself ââ¬Å"â⬠¦grew up surrounded by smart, independent, single womenâ⬠(Wyatt, 1995, para. 2). It is no wonder that she portrays Mrs. Mallard as a strong, independen t woman, in spite of her heart trouble. At the onset of the story, one might have the opinion that Mrs. Mallard is weak because of her heart trouble and the ââ¬Å"great careâ⬠that is taken in relaying the news of her husbandââ¬â¢s death. However, it is quite the opposite. Initially she is distraught; stricken with grief and exhausted. But these feelings give way to something more.Using simile, the writer paints a clear picture of a new beginningâ⬠¦Ã¢â¬Å"She could see in the open square before her house the tops of trees that were all aquiver with the new spring life. The delicious breath of rain was in the airâ⬠(Clugston, 2010). These thoughts of a new beginning brought with it fear for Mrs. Mallard. She was fearful of what she was feeling which could be described as joy or anticipation. Not wanting to seem heartless, in my opinion, she ââ¬Å"beat it back with her willâ⬠, to no avail. She was finally free. Free to ââ¬Å"live for herselfâ⬠and to only think of her needs.This desire for freedom and self seems to be a running theme in many of Chopinââ¬â¢s literary works and can be seen in the character, Edna Pontellier, when she stands naked on the beach at Grand Isle. In a review by Lewis P. Simpson (1971), he quotes Seyersted who says that Edna ââ¬Å"symbolizes a victory of self-knowledge and authenticity as she becomes fully herself. â⬠I believe that this depicts Mrs. Mallard as well. Mrs. Mallard knew that her husband loved her and because of that she would still feel sorrow and grief, but she would also feel relief. Relief because she knew she had the rest of her life ahead of her to live it as she pleased.Unfortunately for her, that relief was short-lived when in an ironic twist, her husband, Brently Mallard walked in the front door alive and well and Mrs. Mallard died. There are many different genres of literature but in particular I really enjoyed Chopinââ¬â¢s short story The Story of an Hour. The textbook tel ls us, ââ¬Å"Literature restores the past, stimulates the imagination, glorifies the commonplace, evokes emotions and links feeling to thinking, upholds a vision of the ideal, and explores significant human questions and reveals human nature (Clugston, 2010).This rings true for this piece of literature. It brought together elements of imagination, symbolism, and metaphors that paint a vivid picture of a woman who feels repressed in her marriage and embraces the freedom she feels at the news of her husbandââ¬â¢s death. This piece allowed me to experience a new perspective. It allowed me to feel and connect with the story and its characters. It created a world that I could immerse myself into.
